CAS Overturns Jubilee Relegation | Fair Play Restores Liberia’s Top Flight

A ruling from the Court of Arbitration for Sport (CAS), is regarded as a major moment for Liberian football; CAS overturned a decision from the Liberia Football Association (LFA) to demote Jubilee Football Club to the second division for the 2025-26 season.

On October 31st 2025, Sole Arbitrator Hervé Le Lay of Paris, France made his CAS Ruling, after CAS reviewed an appeal filed by Jubilee Football Club concerning the LFA decision to remove Jubilee Football Club from the first division to the second division.

In his ruling, the CAS found the LFA failed to properly follow procedure in the handling of Jubilee Football Club’s appeal, therefore not allowing Jubilee Football Club a fair hearing.

What Happened to Spark This Legal Battle

The legal battle between the LFA and Jubilee Football Club began at the end of April 2025 when the LFA Club Licensing Committee denied Jubilee Football Club a license to participate in the 2025-26 season due to Jubilee Football Club failing to meet the minimum league requirements for the upcoming season.

Jubilee Football Club was cited by the committee as having several administrative and infrastructure issues which needed to be resolved prior to the beginning of the upcoming season. Therefore, the Committee claimed Jubilee FC had violated the League’s minimum requirements.

Jubilee FC immediately appealed the decision by the Club Licensing Committee citing that the Committee ignored key evidence, and that most of the necessary corrections to the administrative and infrastructural issues had been completed prior to the start of the next season.

However, after the LFA’s Appeal Board upheld the decision, without holding a formal hearing, Jubilee FC took their appeal to CAS.

Therefore, Jubilee FC’s filing of a complaint at CAS, which was entered into the CAS database as Case Number CAS 2025/A/11482, was seen by many as a way for Jubilee to challenge what appeared to be a broken system.

As a result of the dispute, the players of Jubilee FC have spent many weeks training with uncertainty, and with no guarantee that they would begin the 2025-26 season in the top tier of Liberian football.

CAS Acts to Set the Record Straight

Following a thorough examination of all aspects of the appeal, CAS stated that the actions taken by the LFA were “procedurally irregular and in violation of fundamental principles of natural justice.”

In essence, the LFA gave Jubilee FC inadequate opportunity to defend themselves before affirming the relegation of the team.

As such, the CAS decision reversed the earlier LFA decision and required the LFA to send this matter back to the Club Licensing Appeal Board so it can hold an appropriate hearing on the matter.

Furthermore, the CAS decision also required the LFA to restore Jubilee FC to the First Division of the LFA, until this matter is completed with the Club Licensing Appeal Board.

Finally, the CAS decision apportioned the cost of the arbitration between the LFA and Jubilee FC. The LFA was assessed 75%, while Jubilee FC was assessed 25%.

LFA’s Response: “No Winners Yet”

Not everyone was ready to celebrate. LFA Legal Manager Cllr. Benedict A. Yarsiah urged restraint, reminding the public that CAS didn’t decide the club’s eligibility outright.

His tone suggested that while the LFA respects CAS’s authority, it still intends to maintain control over its own processes. However, it is also this statement that has caused an eruption of debate regarding whether Liberian football club administration has turned too formalized or bureaucratic.

The Broader Impact on Club Governance

Jubilee’s success may encourage other Liberian clubs to be more willing to challenge some administrative decisions; in a football environment where many smaller clubs are at times denied fair treatment due to their size, this decision can help make a more even playing field.

It is also a wakeup call to the LFA. The association must now show that it can conduct fair hearings without external intervention. As one sports lawyer put it, “If the LFA had handled this properly, CAS would never have been involved.”

Moving forward, expect the LFA to revise its club licensing framework and provide more transparency in appeals. Clubs are also likely to demand more clarity about what constitutes compliance or violation.

Inside the Reinstatement Process

While Jubilee has been provisionally reinstated in the First Division, the administrative process isn’t complete yet. The LFA’s Appeal Board must now rehear the case and deliver a new ruling, following CAS’s directive.

That process could take several weeks, depending on how quickly the LFA convenes its licensing committee. In the meantime, Jubilee has begun preparing for preseason training as if the reinstatement were final.

Club officials have confirmed that they’re already negotiating player contracts and sponsorship deals in anticipation of competing at the top level. “We can’t afford to wait,” one club executive said. “We’re moving forward with confidence.”

What Happens Next

Jubilee FC will continue preparing for the new season under CAS’s provisional reinstatement order. The LFA’s Club Licensing Appeal Board must rehear the matter and issue a final decision before the 2025–2026 season officially begins.

If the board confirms Jubilee’s reinstatement, the club will return to full First Division status. If not, it could trigger another round of appeals. Either way, CAS’s ruling ensures the process will be transparent and fair.
